Subject:                          [Avery] Results of the constitutional amendment vote

Attachments:                 ATT00001.txt

Thanks everybody for voting! Imagine me on an aircraft carrier standing in front of a banner reading, “Democracy Accomplished!”

77 ballots cast, quorum (68) met.

All measures except [A8] pass by 2/3rds, [A8] selected $0 dues but no subsidies for non-dues-paying members.

A reminder of what this actually means: http://avery.caltech.edu/people/excomm/amendments_2012_11

The key changes include:

— a change to the quorum requirement to count only undergraduate residents

— an extension of the maximum voting period from 72 hours to 7 days

— a replacement of the paper-based membership process with an electronic analogue

— non-rotating members wishing to enter the Avery internal lottery must petition and get three signatories (using the same method as the electronic membership process)

The question of dues, [A8], deserves a bit of discussion. The winning option was no dues increases but non-dues-paying members do not receive subsidies from the House. (See below for the tallies and instant-runoff rounds.) Note that this change *DOES NOT* require a constitutional amendment, and simply serves as a recommendation to ExComm, one which this ExComm will heed. (Listening to the voice of the people and whatnot...) I (or anyone else on ExComm) would be happy to field any questions you may have, or if you have comments/concerns, please don't hesitate to talk to us.

[A8]:

The votes are tabulated using instant-runoff voting, but to give you a rough idea of the results, these are the tallies using only people's first choices:

$0 dues and non-paying members continue to receive subsidies: 20

$0 dues, but non-paying members no longer receive subsidies: 23

$10 dues for current non-paying members: 13

$20 dues for current non-paying members: 20

In the interest of transparency, and for those interested few, below is the raw IRV log that my code spits out. If you need help interpreting this, I'd be happy to explain it.
