General Changes:
   Changed "Council" to "ExComm"

Article I:
   "Bring matters before Avery Council" taken out since it is not a right that can be given or taken away by the Constitution.

Article II:
   Definition of Avery Council changed to definition of Officers.
   ExComm is not required to be residing in Avery.
   Council membership requirements removed.
   ExComm actions may be overridden by referendum.
   Council membership requirement on Chancellor removed.
   Various ExComm duties shifted around
   Athletics Manager position added.
   Social Team and Athletics Team codified in Bylaws.
   Creation of minor offices codified.
   
Article III:
   Minor changes to election times.
   Quorum of Avery Council removed.
   
Article IV:
   Changes to simplify eligibility for internal picks.
   Details given in Bylaws (will be similar or identical to rules for this year's internal picks)
   
Articles V and VI:
   Cosmetic changes.
